अन्ना हजारे के आंदोलन ने अचानक युवाओं को जिस तेजी से अपनी ओर खींचा, उससे राजनीतिक दिग्गज भी हैरान रह गए। आज हमारा युवा खुद से बहुत ज्यादा उम्मीद रखता है। वह काफी कुछ पाना चाहता है। कई बार उसे पता नहीं होता कि सही रास्ते कौन-से हैं। यह बताने वाला सही रोल मॉडल भी युवा के पास नहीं है।

अन्ना हजारे के आंदोलन ने युवाओं को आकर्षित किया तो कुछ खास वजहें थीं। अन्ना ने सीधी-साफ और दोटूक चीज की मांग की – जन लोकपाल बिल। उनकी भूख हड़ताल एक रियलिटी ड्रामे की तरह थी। ड्रामा लोगों को खींच रहा था। तीसरी बात यह कि कुछ ऐसी हस्तियां उनके साथ थीं जिनका अपना संगठन है और जिन्हें युवा आइडल मानता हैजैसे किरण बेदी, श्रीश्री रविशंकर, बाबा रामदेव। अन्ना ने सीधे-सीधे अच्छाई और बुराई के बीच लकीर खींच दी। बिना किसी डर या दुर्भावना के उन्होंने इस लकीर की दूसरी तरफ खड़े नेताओं की ओर इशारा किया।

इसने भी आग में घी का काम किया। सबसे अहम बात यह कि भ्रष्टाचार से पूरा देश त्रस्त है, जिससे युवा देश के अन्य लोगों की तरह आंदोलन की तरफ खिंचा चला आया। खुद अन्ना के सीधे-सादे और ईमानदार व्यक्तित्व का भी इसमें योगदान था। वह सत्ताधारियों के साथ नहीं खड़े थे। राजनीतिज्ञों को खदेड़े जाने ने भी बिजली सरीखा असर किया। इससे युवा में यह संदेश गया कि यह बंदा जनता के लिए काम करेगा। इसका निजी कोई स्वार्थ नहीं। कॉमनवेल्थ खेल के वक्त से ही घोटालों का जो सिलसिला शुरू हुआ, तभी से सभी के अंदर एक क्रोध था कि तुमने देश का नाम खराब क्यों किया। घोटालों से राष्ट्रीय स्वाभिमान आहत था। उसका भी प्रभाव दिखा।

आक्रोश था जो प्रेशरकुकर की तरह अन्ना की सीटी बजने के साथ बाहर आ गया। सरकार हफ्ते की देरी करती तो यह बड़ा रूप ले सकता था और खतरनाक हो सकता था। अहम बात यह है कि बीस-पच्चीस साल पहले जन्मे युवा ने इस आंदोलन के जरिये राजनीति का पहला स्वाद चखा है। उसने कम से कम अपनी ताकत को पहचाना है। जरूरत इस बात की है कि वह इस ताकत का सही इस्तेमाल भी जाने।

लोगों को बदलाव चाहिए। खास तौर पर युवाओं को तुरंत बदलाव चाहिए। बदलाव शांति से नहीं आता तो युवाओं का क्रोध हिंसा में बदल जाता है। आंदोलन से युवाओं की सोच में जबरदस्त बदलाव आया है। आज छोटे-छोटे बच्चे अन्ना हजारे को गांधी के रूप में देखते हैं। अन्ना बापू की तरह अड़ियल भी है, नर्म भी, निडर भी।

जन लोकपाल बिल भ्रष्टाचार से निपटने के लिए अहम बिल है। कई देशों में ऐसी ही निष्पक्ष और ताकतवर संस्था भ्रष्टाचार के आरोपों से घिरे सत्ताधीशों की जांच करती है। हांगकांग का उदाहरण सामने है। आजादी का मतलब यह नहीं कि यह सत्ताधीशों की आजादी है। एक बार चुने गए तो आप खुद ही पुलिस स्टेशन हैं और खुद ही कानून हैं। आजादी का यह मतलब नहीं कि सत्ताधारियों पर अंकुश के कानून न बनाए जाएं।

इस आंदोलन से अगर युवाओं और लोगों ने पॉवर का स्वाद चखा है, तो नेताओं ने पॉवर की सीमा का स्वाद चखा है। अगर प्रभावी लोकपाल के गठन में गतिरोध आता है, तो युवा तभी फिर अन्ना के आंदोलन में उतरेंगे जब अन्ना यह बताने में सफल रहें कि क्या गलत हुआ है और कौन लोग असरदार लोकपाल नहीं बनने दे रहे हैं। तब निश्चय ही लोग फिर जुड़ेंगे। हालांकि यह ठीक इसी स्तर पर और इतना ही स्वत:स्फूर्त शायद न हो।

एक बार जो हो जाता है, वह वैसा ही दोबारा घटित नहीं होता। अगले आंदोलन की शक्ल अलग होगी। वैसे सरकार अब ऐसा कुछ नहीं करेगी कि अन्ना को फिर अनशन जैसा निर्णय लेना पड़े, क्यों कि नेताओं में डर पैदा हो गया है कि अगर वे भ्रष्टाचार के समर्थन में खड़े दिखाई दिए तो उनके नीचे से समर्थन खिसक जाएगा। प्रभावी लोकपाल जनता का हक है, अब जनता को बहलाया-फुसलाया नहीं जा सकता, यह नेता समझ चुके हैं।

इस आंदोलन को राजनीतिज्ञों के ऊपर अंकुश की तरह काम करना चाहिए। मुझे नहीं लगता कि इसका स्वरूप और शक्ति ऐसी है कि यह एक और राजनीतिक पार्टी बन जाए। यह पार्टियों पर दबाव बनाए रखने का रचनात्मक काम कर सकता है। यदि अच्छा लोकपाल हो और कई भ्रष्ट नेता जेल जाएं, तो भ्रष्टाचार के खत्म होने की संभावना अभी बनी हुई है। यदि हर साल हर पार्टी अपने यहां से दस प्रतिशत सबसे भ्रष्ट नेताओं को निकालती जाए और दस प्रतिशत सही उम्मीदवार चुने, तो संभव है कि अगले दस सालों में पार्टियों का नया रंगरूप हो।

इसके लिए कई अन्य चीजें करने की जरूरत है। मिसाल के लिए, चुनावों के दौरान लीगल एलेकशन फंडिंग का एक तरीका हो, जिससे चुनाव में काले-सफेद धन को लेकर पारदर्शिता आए। जमीनी राजनीतिक कार्यकर्ता के लिए भी वाजिब सेलेरी या पारिश्रमिक हो, ताकि वह दूसरे गलत फायदों के लिए पार्टियों के साथ न जाए। इन सब चीजों के लिए वातावरण और दबाव बनाने का काम यह आंदोलन करे, न कि खुद एक राजनीतिक पार्टी बने। (जैसा प्रणति तिवारी से कहा)

Decision taken in the 104th meeting of the Genetic Engineering Appraisal Committee
(GEAC) held on 15.11.2010.

The 104 meeting of the GEAC was held on 15.11.2010 in the Ministry of Environment and Forests (MoEF) under the chairmanship of Shri M.F. Farooqui, Additional Secretary, MoEF and Chairman, GEAC. The deliberations and decision taken in the GEAC meeting in respect of Agenda items 4 to 6 are
as follows:

5.11 Permission to conduct Biosafety Research Level-1 (BRL-1) trial of Para Rubber Tree [Hevea brasiliensis [Wild. Ex Adr. De Juss.) Muell. Arg.] on Hb. SOD-L1 & L2 (Two transgenic events lines)] by Rubber Research Institute of India, Kottayam.

5.11.1 The Committee considered the request of Rubber Research Institute of India, Kottayam. has requested permission to conduct Biosafety Research Level-1 (BRL-1) trial of Para Rubber Tree [Hevea brasiliensis (Wild. Ex Adr. De Juss.) Muell. Arg.] on Hb. SOD-L1 & L2 (two transgenic events (lines) developed using the same gene construct in the same species and variety) containing manganese superoxide dismutase gene (cDNA) . Trials will be conducted at two locations, namely Dapchari, Thane and Chethackal, Thombikandom, Kerala belongs to Rubber Research institute in an area of 0.4 ha.

5.11.2 The Committee noted that the purpose of the trials is to evaluate:
i. The potential of Hevea brasiliensis transgenic plant integrated with MnSOD gene for enhanced tolerance to abiotic stress and tapping panel dryness syndrome as well as to assess the capability of the plants to grow better with higher yield under adverse conditions.

ii. The proposed design is RBD with four treatments, five replicates and a plot size of six. Boundaries and isolation belt will be planted with non-modified Hevea brasiliensis plants.

iii. The data to be collected include growth and latex yield data recording; physiological parameters determining abiotic stress tolerance such as leaf water potential, photosynthetic net assimilation rate (‘A’), fluorescent parameters like Dark Fv/Fm & Phi. PSII; antioxidant enzyme assay of superoxide dismutase & peroxidase and estimation of H2O2 content.

iv. TPD (tapping panel dryness syndrome ) incidence will also be recorded.

5.11.3 The Committee also noted the following reproductive isolation measures are
proposed:
i. In the Trial site-I, towards the eastern and western side, for about 200 m no sexually compatible species are growing. Towards the northern and southern side, 75 m each will be kept as isolation belt by planting the same species.

ii. In the Trial site-II, 50 m on all sides will be kept as isolation belt by planting the same species.

iii. In both the trial sites, after flowering (by the 5 year after planting), all the seeds produced by the existing plants of the same species within 100 m from the boundary of the trial area will be collected and destroyed by burning.

5.11.4 The Committee further noted that the IBSC has recommended the proposal. The application was earlier considered by the RCGM in the 88 meeting held on 20.04.2010 wherein it was decided that the opinion of three scientists specializing in molecular biology viz. Dr. M. Udaya Kumar, UAS, Bangalore; Dr. V. Siva Reddy, ICGEB, New Delhi and Dr. Sanjay Kumar, IHBT, Palampur may be taken prior to forwarding the same for GEAC approval as this would be the first transgenic tree crop to be permitted for BRL-I trials. Based on comments of the three scientists and clarifications submitted by the applicant, the proposal was recommended by the RCGM in the 94th meeting held on 26.10.2010. The Committee considered the comments received from the experts and noted that the applicant has provided requisite clarification satisfactorily.

5.11.5 In view of the above stated facts and taking into consideration the recommendations of the RCGM, the Committee approved the request to conduct Biosafety Research Level-1 (BRL-1) trials of Para Rubber Tree [Hevea brasiliensis (Wild. Ex Adr. De Juss.) Muell. Arg.] on Hb. SOD-L1 & L2 (Two transgenic events lines.

It’s official. Shashi Tharoor has more than 1,00,000 followers on Twitter making him the first Indian celebrity to cross the milestone. His popularity on Twitter has been such that even Priyanka Chopra’s followers count pales in comparison to the one lakh Tharoor has acquired. A perfect socializer as he is, Tharoor even tweets from the car between events. His tweets reflect the earnest human being in him, who uses his wit and wisdom to say things that make people think. Be it advocating ideas or giving his take on certain issues, Tharoor has always been a pro-active twitterer. He himself admits “only writing I can find time for these days is tweeting”. Shashi Tharoor truly does deserve 100,000 followers on Twitter and more. Starting from sharing the timeline of his hectic schedule, to voicing his own introspection on myriad range of topics, Tharoor expresses it all on Twitter. He has been updating his status consistently ever since he joined the Twitter fraternity in March 2009, and he makes sure he responds to his followers answering their voluminous queries. It is more than interesting to go through his tweets as they are a blend of intellect and subtle humour. One of his tweets read like this: “If mosquitoes had a vote I’d win every election in Kochi! Another near-sleepless night in this otherwise lovely city.” When it comes to give his own opinion he does not shirk away either. He says, “I will not practice or condone corruption, but fighting it is not my principal job” in reply to a query of one of his 1,00,000 followers on Twitter. Shashi Tharoor’s 1lakh followers on Twitter reflect the bond he shares with Indians and his sheer commitment towards the twitterratti. He does not tweet with any other purpose than to inform and be in touch with his fellow people, as he himself said, “I just try to be myself and am glad so many are interested.” If Shashi Tharoor ever decides to become a prime ministerial candidate for India, he’d be doing what Barack Obama did on Twitter and maybe even better.

]भारत में ऐसे कितने एम.पी होगा जो जीतने के बाद जनता से मिलाप रखते हैं? हो सकता है सिर्फ एक व्यक्ती  शशी थरूर होगा। ए.ऐ.सी.सी, के.पी.सी.सी और प्रादेशिक संविधान एम.पी और मन्त्रियों को कार्य निर्वहण केलियो मदद करनेवाला होना चाहिये। बल्की केरल जैसे देश में कार्य निरवहण पार्टी सेक्रटेरियट और पोलिटब्यूरो के नियंत्रण में हैं।  उसकी परिणाम हम 2009 के मतदान से  प्राप्त की गई नतीजे से मालूम कर सकते हैं। कुच्छ लोगों के निर्णय आम जनता के खिलाफ होने का सपूत था पार्टी के बीच के अंत्रोणी झगडे, जनता दल जैसे पार्टी शुरू से उनके साथ थे उनको बाहर धकेलना, धर्मनिरपेक्ष बोलकर पि.डि.पी को प्रचारण के सदस्य बनाना, लावलिन हेराफेरी से पिणराइ विजयन को बचाने केलिये अडवकेट जनरल के मदद  लेना आदी इस चुनाव में  यू.पी.ए को गुणदायक बन गया। जनता या जाती, मत तथा कक्षि राष्ट्रीयता से मुक्त मतदाताओं को खिलाफ बनाने का पूरा जिम्मेदारी पिणराइ विजयन का ही हैं।

तिरुवनन्तपुरम के उमीदवार डो शशी थरूर और उसे मौका देने केलिये कोण्ग्रस के  नेतृत्व के निर्णय एक लाख तक के ज्यादा मतदान हासिल करके एक बडिया कमाल करके दिखाया। चुनाव के सारे खर्चे थरूर के कमाई से ही किया।  उनके ऐसे जीत के प्रधान कारण उन्होंने जो महत्वपूर्ण वादा जनता के सामने रखा था इसलिये हैँ। शुरी से उन्होंने यह बताया कि वे एक विभिन्न स्वभाव के एम.पी होगा और जीतने के बाद जनता से मिलाप रखूँगा मलयालम लिखने नहीं आता तो भी समझ सकते हैं और उन बातों को आंग्रेजी और हिन्दी में दिल्ली में समर्पित करूँगा। शुरू में ही उन्होंने जो मतदाताओं को उमीदवार के पहचान करानेवाला पोस्टर और बानर लगाया हुआ था उनको निकालकर एक साफ शहर कायम रखने का काम में शामिल हुये। साथ ही आम जनता से संपर्क रखने केलिये संविधान के रूप का निर्माम खोषित की जो पार्टियों से मुक्त व्यक्ती हर दिन दो खंडे का अवसर प्रदान करूँगा। नेट में  दुनिया के किसी भी कोने से उनको  ट्विट्टर में सन्देश प्राप्त कर सकते है उनके पीछे करने पर। इसी को जनहित बोल सकते हैं। भारत में ऐसे कितने नेता होंगे अधिकार प्राप्त होने के बाद आम जनता से मिलाप रखना चाहते हैं?

आजतक जो अधिकार संभाले लोगों में अधिक लोग हेराभेरी में शामिल थे। राहुल गान्धी जैसे युव और सीथे साथे व्यक्ती मंत्री के पद संभालना  भी एक शुभ सूचना हैं। भारत केलिये कामकरनेवाला एक सामूहिक नेटवर्क  इन्डी पेपल में थरूर के हाजरी उन्हें और महत्वपूर्ण बना रहे हैं। डो. थरूर के  ब्लोग पढने और अभिप्राय लिखनेका अवसर भी प्राप्त हैं। सारे भारत के बारे में विशाल जानकारी भी वह सैट दे रहे हैं।

झीतने के बाद हर एम.पी उस प्रदेस के पूरे जनता के प्रतिनिधित्व करनेवाला बनजाता हैं। उसे काम में लाने केलिये जनता से मिलाप रखने का संविधान किसी स्वतंत्र व्यक्ती के जरीये होना चाहिये। शशी थरूर के तरफ से ऐसे ही वादा को काम में लाने की कोशिश देख सकते हैं।  इस चुनाव से पहले थरूर के एन.आर.ऐ दोस्त के जरीये मुलाकात करने केलिये हम  तिरुवनन्तपुरम के कुच्छ ब्लोगर उन के खर पहूँचे थे। लेकि एक नेता वहाँ जो मौजूद थे उन्होंने मुलाकात का मौका देने से इनकार किया और हम को आदेश दी  तम्पानूर रवी के जरिये ही आना चाहिये। लेकिन थरूर ने हमें मुलाकात के कुच्छ वक्त जरूर दी। इस का साफ मतलब यह था सारे नियंत्रण इन च्छोटे नेताओं के हाथ में निरभर थे। उन्हें मालूम नहीं होगा जो थरूर को एक लाख तक मत ज्यादा मिला स्वतंत्र मतदाताओं से ही हैं।

जो व्यक्तिगत नहीं और आम जनता केलिये गुण पानेवाला समस्याओं को एम.पी के पास पहूँचाने के बीच इन चमलों के धकेल से सावधान रहना होगा। ऐसे गलत तरीके का मुक्ती  डो. थरूर के पास होगा तो उससे अच्छा और कौन सा बात हो सकते हैं आम जनता केलिये।

मलयालम ब्लोग के बीच ऐसे एक ब्लोग चित्रकारन नाम पर प्रसारित हैं। उनके सभी पोस्टों में ब्राह्मिण और नायर समुदाय के खिलाफ ऐसे लेख प्रस्तुत करते जा रहे हैं। ऐसे गंचे शब्दों के इस्तेमाल के वजह से किसी दूसरे के पोस्टों में इस चित्रकारन के कमेन्ट मना करते थे या निकाल देते थे। यह व्यक्ती ईऴव समुदाय के हैं। परंतू किसी भी ऊँचे समुदाय के व्यक्ती कभी भी इस यमुदाय के खिलाफ चित्रकारन के जैसे लेख कभी भी प्रसारित नहीं की।

कुच्छ महीने पहले इस व्यक्ती ने सारे मलयाली को बेवकूफ बनाकर एक नये तरीके अपनाया। वह यह था नये ब्लोगरों के सहायता केलिये केरल ब्लोग अकादमी और उसके कई शाखायें कई जिले में ब्लोग नाम से शुरू की। उन तमाम ब्लोगों में इस व्यक्ती के गंदे ब्लोग लिंग भी शामिल की थी। जब तिरुवनन्तपुरम जिले में यह शिल्पशाला ङुआ था तब इस व्यक्ती के काले मुह को दुनिया के सामने लाने में मैं कामयाप हुआ था। उसके बाद मेरे खिलाफ ऐसे गंदे धब्द सहित मेरे खिलाफ कई पोस्ट लिखे थे। इस व्यक्ती ने जो करवाई शुरू की उसका नकीजा ङम मुंबई में देख रहे हैं वही होगा। उसलिये भाईचारा और शांति कायम रखने केलिये मुझे यह पोस्ट डालना पड रहा हैं। जरूर कुच्छ साल बाद जब मलयालम को हिन्दी में बदलकर पढने की सुविधा गूगिल प्रदान करेगा तब आप लोगों को इस मुरली नाम के चित्रकारन से असली रूप नजर आयेगा।

मैं ने अपने पहचान बताकर पोस्ट लिखता हूँ। उसी वजह से मेरा लेख गंदी बातें या समुदाय को प्रकोपित करने वाला एक लफ्स भी नहीं होगा। जब तिरुवनन्तपुरम में शिल्पशाला हुआ था तब मैं ने इस मुरली को मेरा विसिटिंग कारड दिया उसके बदले में उसने भी गलती से उसका कार्ड मुझे दी। उस दिन से ब्लोग में यह अन्जान व्यक्ती चित्रकारन पहचानवाले हो चुके हैं।
