Decision taken in the 104th meeting of the Genetic Engineering Appraisal Committee

5.11 Permission to conduct Biosafety Research Level-1 (BRL-1) trial of Para Rubber Tree [Hevea brasiliensis [Wild. Ex Adr. De Juss.) Muell. Arg.] on Hb. SOD-L1 & L2 (Two transgenic events lines)] by Rubber Research Institute of India, Kottayam.
5.11.1 The Committee considered the request of Rubber Research Institute of India, Kottayam. has requested permission to conduct Biosafety Research Level-1 (BRL-1) trial of Para Rubber Tree [Hevea brasiliensis (Wild. Ex Adr. De Juss.) Muell. Arg.] on Hb. SOD-L1 & L2 (two transgenic events (lines) developed using the same gene construct in the same species and variety) containing manganese superoxide dismutase gene (cDNA) . Trials will be conducted at two locations, namely Dapchari, Thane and Chethackal, Thombikandom, Kerala belongs to Rubber Research institute in an area of 0.4 ha.
5.11.2 The Committee noted that the purpose of the trials is to evaluate:
i. The potential of Hevea brasiliensis transgenic plant integrated with MnSOD gene for enhanced tolerance to abiotic stress and tapping panel dryness syndrome as well as to assess the capability of the plants to grow better with higher yield under adverse conditions.ii. The proposed design is RBD with four treatments, five replicates and a plot size of six. Boundaries and isolation belt will be planted with non-modified Hevea brasiliensis plants.
iii. The data to be collected include growth and latex yield data recording; physiological parameters determining abiotic stress tolerance such as leaf water potential, photosynthetic net assimilation rate (‘A’), fluorescent parameters like Dark Fv/Fm & Phi. PSII; antioxidant enzyme assay of superoxide dismutase & peroxidase and estimation of H2O2 content.
iv. TPD (tapping panel dryness syndrome ) incidence will also be recorded.
5.11.3 The Committee also noted the following reproductive isolation measures are
proposed:
i. In the Trial site-I, towards the eastern and western side, for about 200 m no sexually compatible species are growing. Towards the northern and southern side, 75 m each will be kept as isolation belt by planting the same species.ii. In the Trial site-II, 50 m on all sides will be kept as isolation belt by planting the same species.
iii. In both the trial sites, after flowering (by the 5 year after planting), all the seeds produced by the existing plants of the same species within 100 m from the boundary of the trial area will be collected and destroyed by burning.
5.11.4 The Committee further noted that the IBSC has recommended the proposal. The application was earlier considered by the RCGM in the 88 meeting held on 20.04.2010 wherein it was decided that the opinion of three scientists specializing in molecular biology viz. Dr. M. Udaya Kumar, UAS, Bangalore; Dr. V. Siva Reddy, ICGEB, New Delhi and Dr. Sanjay Kumar, IHBT, Palampur may be taken prior to forwarding the same for GEAC approval as this would be the first transgenic tree crop to be permitted for BRL-I trials. Based on comments of the three scientists and clarifications submitted by the applicant, the proposal was recommended by the RCGM in the 94th meeting held on 26.10.2010. The Committee considered the comments received from the experts and noted that the applicant has provided requisite clarification satisfactorily.
5.11.5 In view of the above stated facts and taking into consideration the recommendations of the RCGM, the Committee approved the request to conduct Biosafety Research Level-1 (BRL-1) trials of Para Rubber Tree [Hevea brasiliensis (Wild. Ex Adr. De Juss.) Muell. Arg.] on Hb. SOD-L1 & L2 (Two transgenic events lines.

What are the results from this trial? Indian Rubber Board never published the need and benefits from this trial. Kerala has the highest productivity in the World for Natural Rubber Production. Instead of the remedies for few defects for the high yielding clone RRII 105 the research Institute spreading 400 series clones without any proper trial. We saw the animals dead on the field of BT Cotton at Andhrapradesh. After the post postmortems of dead animals the AHC “observed black patches in the small intestines, enlarged bile duct and lever with discoloration and accumulation of pericardial fluid”. And BT Cotton seed oil is feeding the Indians without labeling the same. Even people who eat meat from animals fed GM cotton seed cake may be at risk. I am not feeding cotton seed cake to my animals.The first green revolution with chemical fertiliser, pesticides, weedicides etc are the harmful result we are facing in Agricultural sector.TPD due to physiological disorder can be rectified by the maintenance of physiological order. Rubber Research Institute have to observe balanced micro macro nutrients input and quality of latex at the time of tapping. भारतीय स्वाभाविक रबड् की आँकडे की विश्लेषण सन. 2010-11

देशाभिमानि समाचार पत्र से अलावा और किसी पत्र में यह समाचार प्रसारित नहीं।
इस साल एप्रिल से लेकर स्वाभाविक रबड् अन्तरराष्ट्रीय भाव से 36 रुपये तक ऊँचा रखकर टयरों के निर्यात करनेवाला एक निर्माता को निर्यात के अनुपात पर निश्चित मात्रा के स्वाभाविक रबड् 0% आयात शुल्क में आयात कर सकते हैं। इस सौलियक से एम.आर.एफ को 30 रु तक का फायदा होगा जो अन्य निर्माता को नहीं मिलेगा। इसी के साथ आर.एस.एस 4 और मनोरमा समाचार पत्र में प्रसारित करनेवाला व्यापारी भाव में अन्तर 3 रु तक कम रखकर बाजार से दूर भी रह सकते हैं। इस कारवाई से एम.आर.एफ के मुनाफा और अन्य निर्माताओं के नुकसान अन्ताज कर सकते हैं। रबड् बोर्ड के चरित्र में आज तकके सबसे बडा भंडार प्रसारित करते समय निर्माताओं को रबड् नहीं मिलता करके एक लाख टण स्वाभाविक रबड् 7.5 % आयात शुल्क में आयात करने की अवसर दूँगा करके मन्त्री महोदय ने निर्णय लिया। बाद में इसी का कई रूप धारण हुआ। अगस्ट महीने में चार ग्रेड रबड् और व्यापारी दाम में अंतर 21 रुपये तक बडाकर उसी का पूरा भायदा सिर्फ एम.आर.एफ ही उठा सकते हैं। क्यों की दृष्टी पर आधारित ग्रेडिंग के परदे के बीच छोटे व्यापारियों से आरएसएस १ के षीट सिर्फ एम.आर.एफ को कम दाम में इकटा करने का सौलियत मौजूद हैं। इसके सिवा अब 92% उतपादन केरल का होते हुये भी तीन लोड आयात की गई रबड् तमिलनाड से केरल में नमक के ट्रकों पर लाने का कोशिश की हैं। मलयालम में रेडियो, टी.वी, और समाचार पत्र चलाने वाला इनको अनगिनत रिपोरटर (Reporters) भी मदद केलिसे मौजूद हैं। इस हालात में इनें सबसे बडा निर्माता रहकर अन्य निरमाताओं को बरबाद भी कर सकते हैं।
रबड् बोर्ड के आँकडे प्रसारित करनेकेलिये कुच्छ आँकडे आटो टयर मानुपेक्चेर्स असोसियेषन से इकटा करते हैं। इस खेल से और हेराफेरी और तेज करने में सफल होजाता हैं। एम.आर.एफ को देखकर सलाम करनेवाला रबड् बोर्ड एक गुलाम का काम कर रहे हैं। किसानों से इनके (मनोरमा और रबड् बोर्ड) जाली स्नेह हम को समझ में आना जरूरी हैं। ऊँचे दाम से गिरते समय व्यापारियों को फायदा बहूत हैं। क्यों कि आज के रकम के अनुसार खरीद के आदेश मिलने पर एक ङफ्ते के अंदर १६ टण के ट्रक भेजना हैं। उसी वजह से इसके बीच जितना दाम गिरा सकते हैं उतना मुनाफा हो जाता हैं। रबड् बोर्ड, बडे व्यापारी और बडे निर्माता मिलकर च्छोटे व्यापारियों, कियानों, अन्य निर्माताओं को लूटता हैं।आप भी सोचिये एक निर्माता स्वाभाविक रबड के दाम के नियन्त्रण अपने हाथ में रखना उचित हैं?

अब मलयालम ब्लोग में ताजा समाचार यह हैं। जोर्ज जोसफ नाम के (एक रिटयेर्ड हेडमास्टर) नकली ब्लोगर प्रोफैल बनाकर पहले के जमाने में नायर जात के सारे औरतें वेश्याये (रण्डी)थी करके स्थापित करनेकेलिये कई पोस्ट लिखी। इसके खिलाफ नायर सर्वीस सोसैटी के सेक्रटरी ने डी.जी.पी को एक खत दिया। उसके परिणाम सैबर सेल ने गूगिल से कम्पूटर के ऐ.पी नंपर प्राप्त करके अड्वकेट षैन को गिरफतार की और उससे पहले ही उसने हैकोर्ट से जमानत ली थी। कुच्छ महीने पहले सन्तोष नाम के एक ब्लोगर ने सेबर सेल से य़ह पूछा था “किसी ब्लोगर नफ्रत की बात (hate speech)” प्रसारित किया है करके नजर में आया कि नहीं। यह बात किसी समाचार पत्र में नहीं आया था। लेकिन कुच्छ दिनों बाद साथ के ब्लोगरों ने उस चित्रकार (Artist) के सही नाम मुरली थे, उनके गिरफतारी के बारे में पोस्ट लिखी और कुच्छ समाचार पत्रों में भी छापा। उस कारण अन्य ब्लोगरों को भी मालूम पडा। उस समय कुच्छ महीने केलिये चित्रकार के ब्लोग आमन्त्रित व्यक्तियों केलिये खुला था। ऐसे ही अब अड्वकेट षैन का भी ब्लोग आमन्त्रित व्यक्तियों केलिये खुला हैं। कुच्छ महीने बाद चित्रकार के ब्लोग के ऊपर और नीचे उशका खूद का लिखी सूचना प्रसारित करके कुच्छ गंदे पोस्टों को निकालकर अधिक शक्ती के साथ नायर जाती और ब्राह्मिण के बारे में नफ्रत की बातें प्रसारित कर रहे हैं। अब यही चित्रकार गिरफतार किया हुआ षैन के मदद की पोस्ट प्रसारित कर रहे हैं।नायर समुदाय के सारे स्त्रीयें वेश्यायें करके स्थापित करने केलिये छापे किताबें (हमें मालूम हैं कितने साल हुये छापना शुरू हुआ करके) और इन्टेर नेट से सेर्च करके (वह शुरू होकर कुच्छ साल ही हुआ हैं) सपूत शामिल कर रहे हैं जो गलत हैं। तीस या चलीस उम्र के लोग ऐसे पुराने जमाने के चरित्र प्रसारित कर रहे हैं जो आँखें देखे जैसे। सैबर आक्ट 2008 के बदलाव के चर्चा के समय हमारे पारलमेन्ट में विरोधि दल हंगामा मचा रहे थे। उसी वजह से नये बदलाव किसी चर्चा के बगैर ही काम में लाया गया।
ज्योर्ज जोसफ जो एक रिटयेर्ड अध्यापक नाम कृस्टियन नाम हैं उस नाम को अन्य समुदाय के व्यक्ति ओक वकील इस्टेमाल करने पर जरूर आश्चर्य होता हैं। अब विचित्रकेरलम ब्लोग देखने पर ऐसे नजर आयेगा।

ज्योर्ज जोसफ बदलकर शंखघवरयन और उसके बाद जी.जे बनकर गलती से मुक्त होने का प्रयास हो रहा हैं। कुच्छ दिनों बार फिर से यह ब्लोग प्रसारित होने का उमीद हैं। आज तक हम ऐसे ही देखा हैं। अभी भी कुच्छ पोस्ट गूगिल संभाल कर रखा हुआ देख सकते हैं। सेभालकर रखाहुआ ब्लोग और कुच्छ दिनों देख पायेगा।

ऐसे ब्लोग का लक्ष्य वर्गीयता के बढावा देना और आपस में लडने को तैय्यार करना ही हैं। एन.एस.एस के जनरल सेक्रटरी के शिकायत के कारण कारवाई हुआ और गिरफ्तारी होकर जो व्यक्ती एन.एस.एस से दूर चले गये व्यक्तियों को फिरसे शामिल कराकर संघटन के ताकत बडेगा। ऐसे होने पर अन्य जातियों का भी ताकत बडेगा। सारे राष्ट्रीय पारटियों के लक्ष्य भी वही हैं। आनेवाली पंचायती चुनाव में भायदा उढाने की एक पहली कदम होगा यह कारवाई।
ऐसे अवस्था में तैय्यारी क्यों करना पडा जरा सोचने की बात हैं। श्री मनमोहन सिंह के इरादे की कारण शशी थरूर तिरुवनन्तपुरम लोकसभा चुनाव में एक लाख तक वोटें ज्यादा पाकर सबको हराण करदी थी। इतना ज्यादा मत वर्गीयता और पार्टी के अतीत सोचने वाले जनता के निर्णय का परिणाम हैं। कोणग्रस और अन्य पार्टी के लोगों को यह वात हजम होनेवाला नहीं था। उसका सपूत हम कई बार देख चुके हैं। थरूर नायर नहीं हैं करके एन.एस.एस के जनरल सेक्रटरी नारायण पणिक्कर बोलने का कोई असर मत में दिखाई नहीं दी।
कई सालों से सैबर सेल में सिन्धू जोय (सी.पी.एम), पिणराई (सी.पी.एम) और नारायण पणिक्कर के शिकायत के सिवा और क्या असर हम को दिखाई दी? इसका जवाब दस रुपये का कोर्ट फी स्टांप छिपाकर सैबर सेल के पब्लिक इनफरमेषन ओफीसर को समर्पित करके यह बात के पता करना चाहिये।
घृणा फैलाने वाले वक्तव्य: हम ब्लॉगर का उपयोग आपके विचारों की अभिव्यक्ति के लिए करना चाहते हैं, भले ही वह अत्यधिक विवादास्पद क्यों न हो. परंतु, घृणा फैलाने वाले वक्तव्य प्रकाशित करके इस सीमा को पार न करें. इससे हमारा तात्पर्य ऐसी सामग्री से है जो वंश, नस्ल, धर्म, अक्षमता, लिंग, आयु, वरिष्ठता की स्थिति या यौन रुझान/लैंगिक पहचान के आधार पर घृणा या हिंसा फैलाती है. उदाहरण के लिए, ब्लॉग में ऐसा न लिखें कि X नस्ल वाले लोग अपराधी हैं या वे Y धर्म का पालन करने वालों के प्रति हिंसा का समर्थन करते हैं.
गूगिल और ब्लोगर के बीच कुच्छ भी छुपा नहीं हैं। लेकिन अंजान ब्लोगर को पकडने केलिये भारत सरक्कार तथा राज्य सरकार को गूगिल के सहारा लेना पडता हैं। ऐसे अवस्था में गूगिल के नियमो के पालन कैसे होगा
